The atm never gave me my money

I tried to withdraw $100 from a cardtronics atm on September 2nd 2022 at 5:04pm and I was charged for the transaction but the atm never gave me my money I want my money refunded back to my card immediately I have the receipt for the transaction as it’s attached the to the message

I went to 7eleven cardtronics ATM to withdrawal 400.00 for my rent and the ATM did not dispense funds showed contact your provider and froze but when I checked my balance on my money network app it showed 400.00 were dispensed. There was an NCR employee there in an all white minivan no NCR logo on van he did have a badge and shirt that said NCR claiming he was there fixing the ATM when he came in the store he went to the Atm and acted like he was using the ATM, and he used a red Wells Fargo card then another black card I think he was doing a skimming scam he stayed there in the parking lot for like another 15 min. When I called to report it he noticed I took down his license plate number he took off I think there might be a skimming device at this location this happened on 10/03/16 at approximately 2:03pm I felt I should report my suspicion license plate number 22862Z1 white newer Nissan delivery type van I believe this supposed employee was the scammer 7eleven should have him on camera doing this fraud.
