I received this in the mail today June 11th 2016. They ask for $9 before being entered into the contest and then on the back of the letter there is a request for $1 for the results of the winning list. I attached a jpeg of the check and form to mail back. I made scans of everything but I could only attach one. "Blue Series XIII " appears more than once through out the papers. It states that payment is to be sent to International Award Payment Center(IAPC) P.O. Box 219620, Kansas city MO 64121-9620. There are numerous complaints on the internet regarding this IAPC.

In order to qualify for the sweepstakes and increase the amount of winnings I was required to send money. Each time I sent money they would come up with another reason to need more.

They tell me i have already won money but need to send them $ before I can be awarded my cash.
