First if i have a debt I should be told what it is, instead its threats of their going to keep calling until i resolve my payment, well who do i owe? Now its getting ridiculous cause they are calling my sister who lives in another state, they never say my name or who specifically is calling.

1st, i do not owe anyone.

They call and leave a message for me to get my dept paid, they also offer me a 10% discount in addition to the already lower balance if i go to their web page and pay today. they do not say a name of who they want, i take it they want me to provide that information. i believe the message is a recording.

they do not say who this is for, they want you to say who you are and get information from you.
