Claimed to be "Neubauer Legal Services". I asked for their address, they supplied
523 W 6th St Los Angeles CA 90014, which is the Pacmutual building in LA
There is no business named "Neubauer Legal Associates" at that address:

I then asked for the attorney license number of the principal attorney of the firm. "We only give Mr Neubauer's license number to clients". Bzzzzt. Attorney license numbers are public record and searchable in the states where the attorney is admitted so that people can verify that they're dealing with a licensed attorney. When I informed the guy on the phone of this, he started swearing at me.

This is a scam, although it's one step up from many scammers as they actually respond to questions about their address, and they had an answer ready about the purported attorney's license number. Most debt scammers are too dumb to know any way to answer those questions.
