I met Justin at a dog park in Hillsboro where he was handing out pamphlets promoting his dog training “business.” After paying for an initial consultation, and receiving one single training session with Justin (at which I had to pay for the entire package up front), Justin did not provide any additional training sessions. He also offered to refund me the amount which I paid, but never did. I have reason to believe that this “business” is illegitimate and that he is operating by requiring fees be paid up front but not actually following through on providing services.
