I was in need of a Home Improvement Contractor/ Builder do redo my portico & fiber cement sidings which were poorly done a year prior. This man Julio Cesar Pani came highly recommended by a friend & long time colleague of mine. After interviewing several contractors & having doubts & mistrust with all of them I decided to go with my friend's contractor thinking I would be in good safe hands. What I didn't realize was that I put my trust in a fraudulent man. Mr. Pani not only lied about the status of his license & the legitimacy of his business but he broke breach of contract. He broke breach of contract by price gauging & theft by deception as tactics. I am a full time working mom with 2 young daughters & sick aging parents. Mr. Pani knew that & took advantage of my kindness & vulnerability. What should have taken only 3 weeks to finish turned into 2 1/2 months. He had 2 men & himself working in my home 8 hrs a day every day excluding Sundays for 2&1/2 months just to place sidings & a portico on a 1643 square foot home. He never gave me a contract & his invoices showed no breakdown, no description or itemized bill. He tried every deceitful manipulative tactic including pressure tactics to get me to do other projects in the house. He bought specialty non- refundable deck material without my consent & then had me pay for it stating that he had told me about it. By the time I realized that this man was a fraud I had already paid him off since he wanted to be paid every week. When I finally confronted him & demanded all my receipts & my breakdown of the work he did he simply refused stating that he gets paid by the hour. What he did give me was a bunch of phony receipts. Once I had the time to go through the receipts I discovered he had bought a great deal expensive tools for himself that he had me pay for. He even had the nerve to steal from my husbands tool box. After confronting this man for the fraud that he & threatening lawsuit against him, he had the nerve to try to register his business in January of this year only 4 months after defrauding me. This man is a predator & he needs to be reported so that he can be stopped from victimizing people like myself.
