Scam! Shipped item NOTHING like pictured

I purchased a shirt from this company and when it came it was simply a cheap piece of material poorly sewn, and nothing like the item ordered. The item came with a return address of New Jersey. I requested to return it and they said I had to return to China. It is more money for postage than the item was worth. Still, I am just out the $45 and PayPal is not helping.
This company is a scam and should be blocked from selling in the US.

I ordered from this site. Clothes were not as described so I received an RMA to return and shipped back to China at my own expense 2 months ago. Never received refund. Tracking said it was received in china on June 5.

I purchased four shirts from this website (Shop the Honey) that I found advertised on Facebook. The company Home page states they are a southern boutique...they are not. Once I finally received my shirts, none of them had any type of tag - I mean no size tag, no brand tag, no care instructions tag - NOTHING.

I have been emailing Ivy, a support person who has responded to my emails about returning items, but no answer regarding the garmets having no tags. The person I've been emailing is:
