Just wanted to add that my friend and I, who own a time share in Puerto Vallarta, were also contacted by Regal Events with the same story regarding rental of our unit for a $1748 up front, fully refundable fee. We were naive (stupid) enough to fall for this and wired them the money. After all the paperwork, supposedly, came back from the Mexican tourism board, we were ready to close the deal, when Regal Events then required closing costs of over $3000 - again fully refundable. We decided at that time that this was a scam and proceeded to request that our $1748 be refunded to us, in full. We are reporting this scam to the Attorney General's office and to the Federal Trade commission.

I got a call offering to rent some of my weeks in Puerto Vallarta, then a follow up email. In the end, they want you to deposit money in an escrow account that they claim is for the Secretary of Tourism in Mexico and it will be refunded after the rental is complete. The emails are attached and I have copied some here:

Good afternoon **  *** I understand you were speaking to Eddie of our Customer Contact department yesterday afternoon about possibly renting some of your Velas Vacation Membership Weeks with Regal Events. I believe we may have spoken to you in the past but please see attached for our information and a bit about the company.

We are a facilitator for large corporate events company based out of Seattle, Washington. We cater to large corporate members that buy or rent rooms in Vacation destinations. We are currently under contract to find rooms in Cabo San Lucas and Puerto Vallarta, Mexico for 2 large fishing tournaments that will be happening in October and November of next year. This is an annual event that we supply rooms for. Our buyers are happy to choose the option best to them, whether that is buying or renting the rooms.

We are looking to fulfill our room requirements for this annual event. This is where you come in. We obtain your information from the outside marketing sources whenever there is an above average amount of rooms required for large events such as this. We contact owners that have properties with resorts in both cities hosting the fishing derby´s such as Velas owners as well as many other resort owners.

As a rental agent we are currently seeing Villa units renting in the vicinity of $3,000 USD or more per week including the cost for the maintenance fee for Rental. We are asking for a commitment of no less than 5 weeks to a maximum of 10 weeks per owner to fulfill these room obligations. I wonder if you might be interested in participating in our rental program? Or if you’d prefer to sell the unit instead?

Velas is a highly sought after property based on its high ranking as an all-inclusive with premium benefits resort. All renters receive the same benefits as you do when using your membership like the reduced rate of $74 USD per day per person instead of $189 USD per person per day for the all-inclusive. These perks add value to your resort.

I have included the details of our rental process below and I would ask that you read over it and let me know if you have any questions. In my signature you will find the links to our business website, our contact details and our phone numbers. I have also attached below my signature the links to both fishing tournaments in case you´d like to see the events that you would be supplying rooms for as well as those rental details.

The process is quite simple, once you decide you´d like to proceed with the rental we’ll discuss the amount of weeks you´d be willing to rent I can put the weeks on our rental market and get you an exact price. If you agree to the pricing we will then forward contracts. The process normally takes about 15 days to complete and for you to receive payment for the rental.

I thank you for your time and I look forward to doing business with you. Please feel free to respond with any questions you may have and we will touch base to follow up as you’ve requested and I’ll answer any questions you may have in the meantime.

THE RENTAL PROCESS

We will start by explaining to you, the client the steps it takes to either Rent or Sell your Vacation Property or Membership.

We need to look at the “Recitals” or the “Lodging Rights and Service Agreement”. We are looking to view the first 2(two) pages only. It is not necessary for us to see more.

Please only forward copies and never share your originals with anyone.

Once copies are received, we will verify who the Rightful Owner is to ensure we only deal with the Owner of the Property. We are required by law to confirm this information. This is a protection or Peace of Mind for you, the Seller and Us, the Broker.

At the time of contact we will usually have a “Renter” that has an event coming up in the near future. This is why we need inventory/weeks. Each week equals one room of seven nights and eight days.

We are often asked to get anywhere from 700 to 1000 weeks for any major event occurring in Resort areas.

Once we have the confirmation to proceed from you we will provide you a “Formal Written Offer”. We will ask you to carefully review the offer, sign it and return it to us as soon as possible.

Maintenance Fees must be covered in full and up to date before usage can occur of any weeks associated with the Vacation Property.

Once contractual obligations have been met and the weeks become “Activated” we will provide you the contact information for the Escrow Company chosen by the Renter. You will be able to verify that the funds are already deposited and ready for disbursing to you, the Owner.

Once you have verified that everything is 100% correct a “Payday” will be set and you will decide your preferred method of payment based on our payment options.

When payment is confirmed you will then have up to 72(seventy-two) hours to cover your portion of our commission which is 7% (seven).

And that is it…

Then I responded: Thank you for sending this. I will need a few days to go over the information, check out my sources, and then I will be in touch. My question is this: Do you require me (the owner) to put my own money in an escrow account at all?

They emailed back:

The funds in the Escrow Account will be the Buyers payment to you. It will be held in trust until the completion of the paperwork and then forwarded to you.

Thank you for asking your questions.

Here is what would happen if you were to proceed.

You would advise me of how many weeks between 5 and 10 that you would be willing to take off the end of your contract.

I would list the weeks on our internal website and one of our corporate buyers would make an offer.

I would then discuss the offer with you. The offer would include the cost for the maintenance fees as the buyer knows these are required.

Once you are advised of the offer and should you choose to accept you would do so in writing by signing the offer and the contract for the rental of the weeks. You would ask any questions you may have prior to signing the documents. Once they are signed you would email them back to me so they can be submitted to the Administration of the Secretary of Tourism, Mexico for processing.

Once the contracts are signed the buyer will set up an escrow account and transfer the agreed upon funds and you would have the option to verify that deposit within 24 hours.

The contracts are all sent to the Administration of the Secretary of Tourism of Mexico as they watch over all foreign transactions to ensure their validity. They will verify if you have ever rented out a Mexican owned property before and if not they would open a Foreign Registration Account to process all of the documents needed to account for the funds earned in Mexico so they are transferred to you with no issues and to ensure this is a fully legal transaction.

When they open the account there is a $1,748 USD fee for the account that must be sent to the Administration from you but is fully 100% refunded by the renter once you provide proof of payment. The payment directly from you verifies to the Administration that you are directly involved in the transaction and that it is not fraudulently happening without your knowledge. This fee will be paid directly to the Administration of the Secretary of Tourism in Mexico. They will match the financial details with the contract details.

From there a payment date will be set up for you, the Escrow company will verify your details and your desired form of fund disbursement based on the options they have such as certified check or wire transfer direct to your bank account.

This is usually all that would be required but on occasion the Administration may ask us to oblige with other requests for documentation and such but that is a rarity.

Normally the process from beginning to end takes 15 business days at which time you will receive your monies.

The only cost that you are wholly responsible for after you have received your funds would be our 7% commission. Our commission is earned on the entirety of the transaction. These will be the only funds we collect from you directly.

I responded: No, I am not interested in putting $1748 of my own money on the table. I will report this to the state's attorney. I just can't be sure this isn't a way to get my money.

I see a similar company name complaint listed here on BBB. They use ScamPulse.com logo on their website. They contacted me first by phone and then emailed this information.... 3rd email sent contracts requesting approximately $1,100. to start the process. Here is what was emailed to me:
