While negotiating to buy a house, the Seller agreed to a get a 2-year certification on the Roof - asking to use my preferred provider. However, when we learned that the roof was at the end of its life and could Not be certified, they insisted that it could and had Real Estate Roofing come out for a quote. Their inspector came while we were doing a walk through and, after a short time (not inspecting the attic, nor using a professional ladder) left.

The next day, we received their quote which stated that they believed "with 'normal maintenance',

we estimate this roof can last another (15+) years. 'Normal maintenance' can include future repairs. This information is a complimentary service for our customer’s knowledge only and is merely our opinion, therefore, should not be used for the purposes of this real estate transaction."

However, further down they contradict themselves by saying, "The purpose of this certification is to fulfill the requirements of your lending institution. If it wasn’t for this requirement, we would not be providing this service for your realtor" - in essence saying that it was Solely for the Lender (as part of a real estate transaction).

Additionally, they stated that "If a 3-5 year roof certificate is issued by any roofing contractor in Oregon, and it leaks the next day, there are no recourses." Further reading of the quote indicated that any work would be done at their discretion and that it would be the certification would considered void if they didn't get first dibs on any repairs that they deemed necessary as 'normal maintenance' (which I have no doubt that they would be only too happy to charge you for). All this boils down to the realization that their offered certification lacks any substantive guarantee on their part in exchange for your promise to give them additional business down the line.

We sought out a third company's opinion, which also reported that the roof was not certifiable. When we provided the further questioned the Seller's Agent about the questionable and apparently fraudulent nature of Real Estate Roofing's "certification", he insisted their toothless certification was legitimate if a lender would accept it.
